One of the highlights of the technical output from the PPGD at PUC-Rio was the expert report for the Inter-American Commission on Human Rights, in the case of Neusa Nascimento and another v. Brazil, conducted by Prof. Thula Pires. The expert report presented the Brazilian State's obligations regarding racial discrimination, particularly the duty of due diligence in investigating and punishing cases related to racial discrimination, in light of the obligation to provide adequate and effective remedies for the protection of victims. This is the first case against the Brazilian State before the Inter-American Court of Human Rights that places racism against two Black women in accessing the job market at the center of the debate.
